Grama Panchayat

President

The President is the chief elected executive of the Grama Panchayat. The President provides leadership for the Panchayat's administration and development activities and oversees the implementation of policies and programmes.

Vice President

The Vice President assists the President in the administration of the Panchayat and discharges the duties of the President during his/her absence.

Standing Committees

Standing Committees are constituted to oversee various functional areas of the Panchayat, including development, finance, health, education, and welfare.

Development Standing Committee

The Development Standing Committee is responsible for implementing the Panchayat's development programmes. It focuses on public welfare and the development of basic infrastructure.

Finance Standing Committee

The Finance Standing Committee supervises the Panchayat's financial management, including revenue generation, expenditure control, budgeting, and financial planning.

Health and Education Standing Committee

This Committee oversees public health initiatives, sanitation programmes, educational activities, and related developmental programmes within the Panchayat.

Welfare Standing Committee

The Welfare Standing Committee implements various social welfare programmes and works towards social security and the welfare of vulnerable sections of society.

Other Sub-Committees

Sub-Committees are constituted as required for specific sectors and special projects. They provide support in planning, implementation, and monitoring of various schemes and development activities.

Panchayat Secretary

The Secretary is the Chief Executive Officer of the Grama Panchayat and is responsible for implementing the decisions of the Panchayat Committee, supervising the administration, and ensuring compliance with statutory provisions.

Assistant Secretary

The Assistant Secretary assists in the administrative and office functions of the Panchayat.

The Assistant Secretary also serves as:

  • Member Secretary of Kudumbashree.
  • Coordinator of various welfare schemes.
  • Officer responsible for the implementation of Scheduled Caste Development Programmes.

Junior Superintendent

The Junior Superintendent supervises the day-to-day office administration of the Panchayat.

Major responsibilities include:

  • Coordinating file processing.
  • Supervising various office sections.
  • Monitoring and controlling the work of office staff.

Accountant

The Accountant is responsible for managing the financial transactions and accounts of the Panchayat.

Major responsibilities include:

  • Maintaining income and expenditure accounts.
  • Preparing financial statements.
  • Managing the Panchayat budget.
  • Maintaining tax records and financial documents.

Clerk

A Clerk is responsible for maintaining office files and official records.

Major responsibilities include:

  • Tax administration and collection.
  • Processing applications.
  • Maintaining office registers.
  • Performing ward-based administrative duties and public service functions.

Senior Clerk

The Senior Clerk supervises office records and administrative procedures.

Major responsibilities include:

  • Coordinating the activities of various office sections.
  • Scrutinizing important files.
  • Supervising administrative processes.

Office Attendant

The Office Attendant provides general support for the daily functioning of the Panchayat Office.

Major responsibilities include:

  • Delivering files and official documents.
  • Assisting in office management.
  • Providing general office support services.

Brief Description of the Major Components

1. Grama Sabha

The Grama Sabha is the general assembly of the registered voters within the Panchayat. It serves as the foundation of participatory local governance by discussing development projects, public needs, welfare programmes, and other matters concerning the local community, and by making recommendations to the Panchayat.

2. Grama Panchayat Committee

The Grama Panchayat Committee is the elected governing body of the Panchayat. It is responsible for policy formulation, development planning, financial management, and overall administration of the Panchayat.

3. President and Vice President

The President and Vice President are the principal elected leaders of the Panchayat. They provide leadership in governance, administration, and implementation of development programmes while ensuring effective coordination among the elected body, officials, and the public.

4. Standing Committees

Standing Committees are specialized committees constituted to manage key sectors such as Development, Finance, Health and Education, Welfare, and other areas assigned under the Kerala Panchayat Raj Act. They examine sector-specific matters and make recommendations to the Panchayat Committee.

5. Panchayat Secretary

The Secretary is the Chief Executive Officer and head of the administrative wing of the Grama Panchayat. The Secretary is responsible for coordinating office administration, implementing the decisions of the Panchayat Committee, maintaining official records, ensuring statutory compliance, and delivering public services efficiently in accordance with the Kerala Panchayat Raj Act and the rules framed thereunder.
